Many thanks for your letter of the 16th December, in which you were good enough to inform me that the State Department contemplate proposing to the Chinese Government that the treaty on extraterritoriality and supplemental exchange of notes shall be signed on the morning of the 1st January, 1943.

While I am unable yet to foresee how long will still be required to conclude the corresponding Anglo-Chinese agreements, we shall make every effort to arrange for signature on that date, which is entirely agreeable to us provided that it is also agreeable to the Chinese Government.
